I showed this to a workmate, his response: Hey, whatever gets him off.

A nine year old child... a girl... in handcuffs... and a veteren police officer decides this person is dangerous enough to him to warrent a Taser designed to subdue coked-up / armed felons... yeah, i'd say there seems to be some personal issues here.

She was running away from sexual abuse at the hands of the counsilors; there are charges pending against three of them now. I believe the 'officer' was getting a supply too.
