I think there may be some confusion between a) knowing an attack was imminent but that no further details were known, and b) being told "HI. Al QEUDA TERRORISTS ARE GOING TO HIJACK FOUR PLANES ON SEPTEMBER 11, 2001 AND CRASH THEM INTO THE FOLLOWING LOCATIONS.." Radical conspiracy theorists suggest it was b and that Bush "let it happen" so he would have an excuse to invade Iraq. I have trouble believing he could be that evil, but I don't have much trouble believing he could be that stupid. But assuming it's a, I suppose he COULD have shut down the country indefinitely "just in case", but... I think FBI and CIA intelligence failure is more likely. I hesitate to give that cowboy too much credit.
