Wonderful. So the parents dumped the kids into an institution and forgot about them for 40 years and only NOW feel remorse and want to get back in touch. Yeah, they aren't your little kids anymore, so why should the state help track them for you? They're adults and have been for a long time. Hell, they probably don't even remember they had any parents. I say to these parents and siblings, leave the sentimentality at home and let your retarded kid live in peace. He probably pushes carts at a grocery store at age 40 and would lose it over the stress of having to deal with his real mother showing up. (just an example)
