It does look like The Flats,but things have definitely changed.Now your bombarded with people begging for money and bothering you so much that you really don`t want to fuck around down there.

It used to be a really cool place to 'barhop',but it has turned to total shit,right along with the biggest,poorest city on the planet.At least the last time I checked Cleveland had been awarded this prestigious honor.
