By downsizing govt, do you mean cutting department size. Because they probably need more case managers as well as a sense of morality/better management.

The DHS is a completely disorganized and bloated entity, so its downsize/reorg would act as a nice enema to their dysfunctional ways.

Sounds like they lied to the immigration office, and that they've already been through several appeals proceedings. I still think they should be able to stay.

I did read the adticle, shithead. Their mothers filled out their visas; I said they apparently lied to immigration when they entered the country afterwards; and apparently both of thethem, two years apart. And the article also mentions two appeals specifically. And if you read my post again, you'd see that I disagree with homeland Security on this. It's a senseless tragedy.
