The key word here is 'effectively'. The entire article is full of wild extrapolations from what the bill is actually saying.

This bill would revise the current list of prohibited bases of discrimination and the kinds of prohibited instruction, activities, and instructional materials in the Education Code, and instead would refer to the protected characteristics contained in the definition of hate crimes in the Penal Code.

All this bill really does is redefine what groups you can't discriminate against. It even goes on to remove 'handicapped' and replace that with 'individuals with physical disabilities'.

The uber conservatives and fundamentalist religious groups are making a HUGE ball of hate out of a simple re-wording of EXISTING LAWS, known as 'The Education Code'.

None of the 'pro family values' people who wrote increasingly flamboyant articles, actually included text from SB777, they just make shit up as knee jerk reactions to the words 'Homosexual, Bisexual and Transgendered'.

Try to Google 'SB777', and you'll be inundated with links to peeps hating on this bill. I had to search through the ca.gov website (which had plenty of repulican state senators personal articles on the evils of SB777) just to find those two analysis' of the bill.
