It's hard to judge this incident based only on this video clip because there is no information as to what transpired before this.
Like the Rodney King video, all we see is the LAPD beating a man, for apparently no good reason other than his being black. What was never shown was Rodney speeding through a residential area and fighting the cops while on PCP.
That being said, in this video it appears that the officer has indeed abused his authority to use deadly force. Assuming that is true and can be proven, he should be punished to the full extent of the law.
I think the problem most people have is that in incidents like this the punishment is usually not in proportion to the crime, often due to the 'Blue Shield' where the fraternity protects it's own. If more good police officers were more willing to break out of this cycle, it would greatly benefit their position in the public eye. Unfortunately, that is unlikely to occur since any who break ranks will essentially be signing their own death warrant, at the very least careerwise.
There are good cops, I know them. I have them in my family, which I will admit gives me a different prism through which to examine this. However, I will concede the point that if a good cop turns a blind eye towards incidents like this it casts a shadow on his 'good' status.
