It seems to me that this has been done on purpose (ie, used funds for other purposes such as funding the war on dugs or other such pet projects.)I mean you are not going to convince me that these things where built with no eye to the future and the money it would take to upkeep them. The thing is the people who where in charge of those moneys should be round up and heads should roll.
