'Bush settled for a loosely worded resolution supporting his use of military power if Iraq failed to comply with U.N. mandates'

The US Congress has EVERY ability to now countermand this resolution... if they actually believed in doing that. Apparently they don't. So, on it goes. If there was a mandate for change, why are they doing nothing that represents change?
