Not to oversimplify things, but since the market economy ruleset is being followed, if you are truly devoted to only buying meat that has been tested for MCD, then your only personal move is to stop eating beef that isn't inspected and divert your $money to products that are, such as a local beef producer (if even then). The Feds, meat producers, and packagers know that you won't make that move, so they aren't too concerned with your outrage. I love beef like most, I'm not a vegetarian, and I'm just illustrating the market realities and calculus being employed.
