If the admin is so corrupt and evil, why haven't they just cracked down and flattened the cities and set up Mobil to pump the shit dry? Sorry, but it's just hard to make incompetence that sinister. If they were truly sinister, this game wouldn't be allowed to exist, and the creators would have been jailed - but then, you'd need to live in China for a pleasure like that.
