Hmmm..... here's a fresh idea. Start appointing people who are best for the job, rather than cronies. If he legitimately picks someone appropriate for the position, congress will let him have it. But the fact is, uart, this asstard and his puppeteers are ENDRUNNING, POSSIBLY ILLLEGALLY governmental appointments with people who do nothing more than write a fucking check.
