He doesn't need to address specifics of what would/wouldn't be funded under this plan because even he knows he's just blathering. Politicians like to get elected. Good idea or not, voting to take away funding from troops in active combat, whatever the circumstance, is a good way to ensure imminent political retirement for just about any congressman.

It's pretty standard pseudo-insane, definitely radical, rhetoric to get the ball rolling, to actually START doing something to remedy the Iraq debacle, to actually formulate a plan, to pull what can be pulled outta the fire.
It's not the rubble that covered the NYC streets on Sept.12, yet, and something viable can still be pulled out of it, if they'd get their well financailly cushioned asses in gear, and stop with that preposterous 'stay the course' nonesense.
Personally, the country that WAS isn't any more. It might be best to let THEM set up something new, something THEY are familiar with, rather than the way that maybe a hundred, or even a thousand, well placed international western movers and shakers WANT them to do it.
BushCo and his allies have proved that they don't believe in the same methodology, or even ideology, political OR religious, that the Iraqis do.
