Not necessarily accurate. If the daughter's menarche is delayed by the presence of her father, the timing may be altered by a sense of safety/solidity in current family affairs. There would therefore be a lack of need for 'early' maturation which could otherwise be necessary to entice a protective male presence, rather than this supposed 'delay' of 'normal' maturation.
...or one of a myriad of other hypotheses.
