The only way to ensure a 'secure' voting system would be to use something completely proprietary. I use secure lightly as it would be cracked within a few years. Still, the system would have to stand completely alone from anything else ever created. That's the only way it could be somewhat secure.
Voting machines are inheritantly compromisable. If you are using secure lightly, of course it will be cracked rather quickly. What, pray tell, do you mean by a system that would 'stand completely alone'? Nothing in this chaotic world is immune to the truth that exists therein!
Why not just keep it super simple... punchards or something of the like... feed them through a machine and keep tabs of where the holes are using LED's with a photoelectric switch on the other end, use PLC's to count up the amount of light pulses... it wouldn't be hard, and it would be too simple to cheat.
