In the early 90’s there was a flood of cheap highly refined heroin in Vancouver BC. There where all kinds of public service announcements and lots of media coverage. Junkies were still dropping like flies despite all of the warnings. People living on the fringes of society don’t spend a lot of time keeping them selves informed. In that light I agree with legalization.
