I've seen people doing this same thing in just about every touristy destination in the US, Central America and Asia.

Kinda innaresting technique when he uses the pre-pained paper to 'stamp' a shape on to the main work but otherwise not all that original.

I did something similar with spray paint layering/ texturing to make a cool border on a mirror. Took 20 whole minutes. Go Art!
