No, this means that the government is willing to put the RIGHT dictator in office that keeps the poor people in poverty and power in the hands of the exploitors like it's supposed to be. The recent problem is that their are so damn many poor people that now they are gaining actual power in these 'third world countries' that have the resources that we consume like cotton candy like oil, wood, coffee, sugar, labor, and cattle (same thing, very soon) and since we have to show at least a cursory image of letting them have a 'democracy' (single viable candidate) the uncontrollable aspect is the vote. Many of these counties, such as Venuzuela, Bolivia, Argentina, Brazil, and recently Columbia, are really getting an alliance going against the US in earnest since China and Russia have given them major economic incentives along with military support. A lot of their new leaders are from the long oppressed, pissed off, poor natives that are finally able to speak out. Chavez hates us. Bolivia's new Lady pres wants to promaote legal cocoa; gave Condi a cocoa leaf banjo to go with her corn tooth smile. These are issues that the US intends to deal with by discrediting the ruling government by labling them as 'terrorist supporting' because plants grow in their countries naturally. Opium grows in the middle east, so any country there is fair game. Cocoa grows in South America, so here comes Uncle Sam to stop the cash flow to El Queedoo. Once a country is labled like that, it gets the sadaam treatment. You are no longer in office; you become an international criminal without trial. Bush said it yesterday. We don't have to have an attack or treat. We are willing to be 'pre-emptive'.
