The way I understand it, black people say it (or some do) as a way to reclaim the word, to take away the harmful meaning. However, when white people say it, I'm sure it still doesn't feel so great. If you outlaw the word, then it's very powerful.

Why do we have black history month? Because the rest of the months are white history months. Things like that form because of racism and oppression. White people aren't particularly oppressed. As for racism, I wholeheartedly agree that other races are often racist towards whites. But whites still have power that minorities don't.
