The Bush admin can only be brought down on the grounds that Holtzman suggests-the president's violation of the constitution. If he is found to have allowed anyone to violate the torture bill, as his statement said he has the implicit right to do, he can be easily impeached-straight violation of legislative power of a bill that has more bipartisan report than anything we've seen in 5 years.
