Of course it doesn't currently have the capacity - this is proved by the fact that it hasn't happened! It still could, however.

And with enough genetic engineering pigs could fly.

It'll definitely happen one day. But it was Ebola once. Then it was West Nile Encephalitis. Then it was Monkey/Gopher Pox. Rather than develop an asston of this one bullshit drug that may or may not protect the majority of the population, why not take a very general stance?
