Now, seeing tons of the poor and black swarming all over the TV screen did not inspire Bush to decide that the place is worth saving, and I am suspecting just the opposite. I am willing to wager that he didn't care to know about the statistics, the fractions of black population, or whose neighborhoods got flooded most. The images that stuck in his Texas oil millionaire mind were like the one above.

Now, I am not saying all that happened is because of racism, but I strongly suspect it's a factor.

The President and his team are certainly not blame-free. But if some people think that dealing with what happened this week could have been straightforward, clear, clean and quick, they are divorced from reality. America has never lost a major city before.

Red Tape or not, there is little excuse for standing aside and waiting until hundreds, if not thousands more died before acting. We had the troops, boats, copters, etc to mobilize, and yet we WAITED!

Modest - as in not much.
We're talking about 25, 45 or 75 MILLION dollars (depending on your sources) cut this year from these budgets.
Money that was planned, expected and supposed to be spent on maintenance and improvement because it was known that the defenses would not withstand this kind of storm.

The reality here is that 25 million on improvements is significant and might have saved the city this time, or saved more of it.
