The crust makes up only 2% of the Earth's mass. Earthquakes only occur in the crust. It seems a bit incomprehensible that any activity within this comparitively thin layer could vastly influence the mantle, which makes up about 68% of the Earth's mass.
Seems kind of like worrying that fuking on your waterbed might collapse the foundation of your house.
