Actually, I think it's kind of a cool idea. I don't care for the layout too much but luckily the main event is real big and right in the center.
1) I'd have it so that clicking the radio button of your vote automatically processes the vote so you don't have to also hit the Vote button.
2) And clicking that radio button dynamically exposes a small box with the vote summary, instead of spawning a popup window.
3) Apparently I decided to skip 3. I know I was going to put something here.
4) I'd randomize the order of photos -- and get a lot more -- so that it's interesting more than once.
5) Your users are informed. The few photos that I knew for a fact were hoax or not showed results like 90% correct.

| | | | | | | It's enjoyable to a point, but at first I thought it was a sort of quiz which would give me a percentage score of my correct guesses at the end. (Maybe I didn't stay with it long enough?)
Lose or move the 'Pictures Loading Too Slow?' advertisement near the top of the page. It's deceptively worded and leads to a site where I have to pay for something. And if ghostrideryyz has taught me anything, it's to be frugal.
Your voting system allows for multiple votes for the same picture. Way to easy to skew the results.

| | | | | | | I agree with the points above, and can add Vasudeva's #3. As well as a vote yes or no, put in a comments section. That way you may get confirmation from someone who knows the truth behind a picture. For instance, the one of the car in the side of the bus with an insurance ad on it, I have seen this from a different angle, the insurance company advertised does use busses in that way, and the car registration plate matches where the bus is from, as does the car. Because this is relatively 'local' to where I live, I can say that it is 99% real. | | | |

I never considered a comments box for each photo, but that's a great idea. My programming knowledge is really limited, so that's why I have to use the crappy PHP vote thing.
