When you talk of the UN's failures without objectively factoring in the US' roles in the Security Councils resolutions, you lose the full picture. The US is the in the lead 2:1 in vetoing Security council resolutions. In many of the cases (specifically Israel) you listed the General Assembly and the Security Council would have acted, but for a veto by the US. When you look at the votes against resolutions it is almost always 142-2, 145-3, 122-2 etc and behind the votes is almost always the US and Israel.
