I looked into doing this, just for fun. Ran a TFTP server off of my Win2k box. Dinked around with DOCSIS settings, and in the process discovered a nifty web server built into my cable modem that I didn't know existed.
Actually changing the speed of your modem is a terrible idea, though: they've got ways of very easily monitoring both the settings on your modem and the bandwidth you use.
I caught a post from a RoadRunner employee in California, I think, who said that those monitoring systems are mostly ignored because they're swamped taking care of some other piece of the business, but you're taking the life of your fast connection into your own hands.
If anyone does this anyway, let me know. I'm curious.

looked into doing the same about two years ago when my cable connection sucked (Fuck you Adelphia). I got scared off by too many other forum and news stories of people getting their access shutoff completely by their cable companes,
