Just played it last week, got maybe 15 hours into it. A fantastic game!
If you can get past the cartoonish character design, you will find a game that is more original, more fun, and (at times) more disturbing than perhaps any game out there. The production values are over-the-top, everywhere, and the game just doesn't stop amazing you with variety, oddities and humor.
I'm not going to share any spoilers except that I think some of the madness you will encounter will be uniquely appreciated by the LinkSwarmers.
If you like Zelda games, you will find Psychonauts to be in the same category. But, unbelievably, this game beats Zelda at its own game, by a good margin.

This game is out from XBox and Windows. For the Windows version, don't forget to patch this game to version 1.04 (off of the Psychonauts website), to get rid of some bugs.

It kinda bogged down for me somewhere a few hours in, but this was one of the cooler XBox games I played. Evidently the company who made it spent trillions of man-hours putting it together, and it shows.
