Load-sensitive traffic lights using some kind of distributed detection system to locate any moving vehicles on the nearby roads. If none found, no red light. No more waiting at a four-way intersection yielding to traffic that doesn't exist like a pavlovian idiot. ("Electro-thingy says red, so I sits here.")
They have these all over the place. |

You can tell which intersections have them, because there are marks on the ground, either from installing the sensors or because the sensors can't be paved over or something. Essentially it looks like some circles on the ground, and you can tell which intersections these are if you pay attention. And when you drive up to the light, presumably you trigger the sensor. There are certain lights that I know will change in a few seconds if there is no cross traffic. |

I think there are even more advanced systems than that in some places, where they have cameras set-up all over the city too. I remember reading something about a new project in Dubai which is supposed to be badass.
I don't think L.A. had smart traffic signals but they sure as hell had those stupid ass red light cameras that snap your picture then send you a $300 ticket/bill. :-0

edit: all the lights in my area/surrounding cities have the intuitive sensor system, except ones in super shitty areas... but nobody cool drives through there anyways
