Clinton apparently imposed sanctions on Sudan due to Humanitarian actions, slavery specifically.
In 1997-NOV, citing Sudan's human rights record, the U.S. imposed economic sanctions on the country. In 1998-OCT, when the U.S. Freedom from Religious Persecution bill was signed into law by President Clinton, further sanctions were imposed.

Bush also signed sanctions but not for the same reason.
The US will seek to stop Sudan buying weapons with its oil revenues and ask for a UN Security Council arms embargo on the government.
