A large number of firefighters down here in the 'meep' South are Volunteers, meaning they go out and fight fires and risk their lives without pay, just because they don't want their friends', neighbors' or other human beings' lives to get burnt to the ground, Whittey. Service X (in this case fire) is not INCLUDED in the list of services that are paid for by taxes for this hick. Simple idea. Public services aren't ubiquitous throughout the world, but arise when a community arises. It so happens that this guy's trailer home is in a part of the country without formal services. According to your definition, where ever someone lives, they should expect the same services that everyone else enjoys.

Could they not have made the rule $75 upfront per period of time for fire coverage in the area. In case of residential incident not covered by said $75 (having been opted out of) there would then be the option to continue with putting out the fire on the owner's checkbook to the order of oh say $5000 or something exhorbitant. That way the non-included can still get incidental fire protection in such an emergency and the fire department/ local government can still make a tidy sum.

In such a case the owner would have to opt out of the 75 and turn down the fee at the time of the incident leaving them with far less to cry/whine about... or they would be financially liable for whatever exhorbitant fee and everyone would get theirs.
