Prior to a 'zero tolerance' approach, certain ethnicities (which shall remain nameless) were being punished at higher rates than non-afric..um... other ethnicities for what were argued as similar offenses. If a child of one ethnic background brought a boy scout knife to school it was assumed it was brought as a weapon, and if another brought one, it was for eating lunch (or for some other non-homomeepual boy-scout approved purpose)
The motivation is noble - an attempt to remove bias (or appearance of bias) from the discipline process. You just cant make a one-size-fits-all solution. Unlike the American public, the solution isn't so simple.
