Ontop of that, he gets his name added to a list of names of suspects. who maintains that list?, and who gets to see it.

DC has had a similar program for years and they now have the highest rate of shootings in the USA. A'no-questions-asked' policy provides the criminal with a legal and foolproof way in which to dispose of any weapon that has been used in crime. Also, paying a 'no-questions-asked' minimum 'bounty' provides criminals with an incentive to steal guns

meep bounties id just declare martial law and clean house. Set up a gendarmerie, identify the highest crime areas of the city, and go door to door. If they cant produce permits for their firearms, spank 'em.
