I was thinking of this, there should be a special unit, above police, composed of ordinary citizens, randomly selected to ride with 2 cops for 1 month. The citizens would review and evaluate every officer in their duty's. The important thing here is that the person doing the review is a citizen, not a gov official and not permanently in power over the police officers. Sometimes they would get good citizens evaluating them, sometime bad.. but hey sometimes we get good officers arresting us and other times, meep like this happens.

You can't convince most people that jury duty is a good thing, and you want them to become (basically) unpaid cops?
